Transparency in the management of public affairs in general, and the management of public revenues, in particular including revenues of the Islamic Endowment (Waqf), is considered an essential pillar for building trust between citizens and state institutions. When transparency is a practiced way of life in management of the Waqf revenues, for example, it becomes possible for citizens, including beneficiaries, to see how funds are invested, and if these funds are utilized for the purposes for which they were allocated. Hence, monitoring and verification of efficient use according to set objectives is achieved. It also enables the community to exercise its right to social accountability of the Awqaf Ministry.
The objective of this report is to identify the level of transparency in the management of the revenues of the Islamic Waqf in Palestine, and identify gaps in officials' adherence to the principles of transparency. It also aims to provide practical recommendations to improve transparency in procedures and policies related to the management of the Islamic Waqf revenues in Palestine.
