Palestine and Palestinians, West Bank and Gaza, live under abnormal conditions due to the Israeli occupation which has been around since 1967, and as a result of not being emancipated from this occupier, the Palestinian Authority (PA) has no control over the various Palestinian economic resources including borders, land and funds. In addition, the Palestinian people and economy are always subjected to successive waves of aggression, last of which is the recent Israeli aggression of killing and destruction on the Gaza Strip (GS). Also, the West Bank (WB) has been subjected to an unprecedented “tightening of the noose” on all its economic avenues. Nevertheless, and despite all the difficult circumstances, the reform process within the Palestinian Authority (PA) and government must remain continuous, in order to invest and utilize available resources in as efficient and fair manner as possible.
