The Reform Process of the Nineteenth Palestinian Government

At the end of March 2024, the 19th Palestinian government, headed by Dr. Muhammad Mustafa, was sworn in by President Mahmoud Abbas. During his mandate period to form a government, the Prime Minister provided a response to this assignment by presenting the ministerial statement. This is the document by which the government illustrates its programs and plans (i.e. obligations that it places on itself before the Legislative Council) and also before citizens and civil society (CSOs) in order that they can follow up on the implementation of these commitments and hence hold officials accountable in their regards. However, since the PLC has been dysfunctional since 2007, Palestinian governments, including the 19th government, have been unable to submit the ministerial statement provided for in the Basic Law, for approval. Nevertheless, the Prime Minister's response to the letter of assignment and the commitments it contained constitute the government's promises in the absence of the official ministerial statement.
